We are so pleased to have helped our client, Save Perth Hills, to be the first community organisation in WA to be granted third party Intervenor status under the Planning and Development Act 2005.
Satterley Property Group sought review in the State Administrative Tribunal against the WAPC’s refusal of its proposed North Stoneville Structure Plan.
The proposal is located on land owned by the Anglican Church, given by Queen Victoria in colonial Perth. It would pave the way for a new suburb (535ha, 2,800 people, three schools) in an extreme bushfire-prone area on the eastern fringe of Perth Hills.
In allowing the intervention, Deputy President Judge Jackson acknowledged that this plan is extraordinary in its scale and that Save Perth Hills has an especially close relationship to the subject of the hearing. And that bushfire policy in WA remains relatively unexamined.
During the hearing that spanned more than three weeks, Save Perth Hills was able to call an expert in ‘human behaviour in bushfire’, Dr Ken Strahan, and 5 community witnesses who gave evidence about their significant experiences in previous bushfire.
Its participation highlights the valuable contributions that the local community can bring to planning decisions.
The Tribunal’s decision is expected sometime in 2026.
